HEC Announces 75 National Top Talent Scholarships – Great NEWS and an opportunity for all Pakistanis! On this auspicious moment of the National Celebrations of the 75th Independence Anniversary of Pakistan, the Prime Minister and Government of Pakistan has announced 35 MS and 40 PhD scholarships for Azad Kashmir and Pakistani national to study in the world’s best and reputable 25 top-ranked universities. All the universities are ranked at Times Higher Education (THE), or quality of service.
All the students will be awarded the scholarship after delivering full and confirmed proof of admission in selected subjects to the desired universities. The government will cover all the expenses only after affirmed entry. Higher Education Commission is inviting application from students belonging from all over Pakistan to apply for this scholarship opportunity.
The main purpose of this HEC scholarship is to acknowledge the talent in Pakistan. After securing degrees in advanced technologies and leading-edge fields, these intellectuals and scholars will prove to be Pakistan’s national strength and assets. They will support the country in entering the new world.

Scholarship Duration
- 2 years for MS Program
- 4 years for PhD program
Eligibility Criteria
- Applicant must be a Pakistani or Azad Kashmir national.
- Affirmed enrollment in any of the world’s 25 top-ranked universities.
- For MS Scholarship: BE/BS/Masters or equivalent 16 years education in relevant fields.
- For PhD. scholarship: MS/MPhil/ME or equivalent 18 years of education in relevant fields.
- Top 2nd division, full academic career, 3.0/4 or 3.75/5 CGPA in semester system or 1st division (annual plan) in terminal degree.
- Forty years for full-time regular faculty members of the public sector degree awarding institution/colleges/universities and employees of the public sector organizations.
- Thirty-five years for all others.

The application deadline for the 75 National Top Scholarship program is 21st March 2023.
How to Apply for HEC Scholarship?
- Apply online on the HEC e-portal: https://eportal.hec.gov.pk
- Applicants must have confirmed admission to one of the 25 top-ranked universities.
- Applicants must have to return to Pakistan after the completion of their degree.
- Selected candidates must sign an agreement with Higher Education Commission to serve for three years in the MS program and five years in the PhD program.
